Perhaps I am displaying my ignorance, but...
add an embeded html document, and it's not so easy: <html>
    <head>
        <title />
    </head>
    <body>
        <p>some content</p>
        <!-- embedded documents are possible, -->

        <html>
            <head><title /></head>
            <body><p>some content</p></body>
        </html>
    </body>
</html>
Is it legal HTML (or XHTML) to have an HTML tag within another HTML tag? Not to start an XML discussion...
Unless this source is inaccurate, it appears that <html> is not a valid child of the <body> tag.
