HTML_Progress and XHTML Transitional

Hi,
HTML_Progress works correctly only if doctype is XHTML 1.0 Strict.
There is no mentioning of that in any documentation.
If Transitional doctype is used the page elements rendered incorrectly,
positioning is messed, etc.
Is this a feature or bug? Or it's general guideline for all PEAR components
? That they support XHTML 1.0 Strict primarily ?
Or because absolute positioning of elements was used and it's easier to
implement that way?
