That means, that all issues should be cleared during proposal phase,
which was 10 days on this proposal. Standard proposal phase is 7 days.
If there are no open issues then, the owner is allowed to call for
votes. In this phase no more changes are accepted, what means, that you
now should have voted -1 if you have major issues on the package, or
conditionally, if you have issues the owner can manage before hos first
release.
Best way to deal with that is to contact the owner and clear up things
with him.

P.S.: If really neccessary, pearweb admins are allowed to change the
proposal in voting state.
