Bug description: add accesskeys to login.php

Adding accesskeys to some of the username field in login.php will allow
keyboard navigation, which will make things easier for all of us.
I went to make a patch file but couldn't find the needed file in CVS. I
thought it would be pearweb/public_html/login.php
Anyway, here's the gist:
