Do not worry, PEAR works well with PHP5. You can even give a try
yourself by using a PHP5 snapshot (not today, wait tomorrow or friday,
current head is broken).

Yes

Role of PEAR QA, most of packages should work with php5. If there are
issues, they should not be difficult to fix. Feel free to test what you
use with php5 and report any problem you have.

No that will not be the case.
And as I said to Toby, this is too early to make strong choises or
changes in PEAR regarding PHP5. PHP 5.0 will bundle a PEAR 1.x release.
That means a fully compatible release with any previous releases (except
the bugs ;) ).
So do not worry too much about your framework. That's true for any of
you.
