[PEPr] Comment on SMS::SMS_Clickatell

Arnaud Limbourg (http://pear.php.net/user/arnaud) has commented on the proposal for SMS::SMS_Clickatell. Comment: I will probably not use it but I have two suggestions. The first would be to add support for proxy (with or without authentication). The second would to have the package to run under windows too.
