In general I dont feel we should come up with yet another license. If you want to be on the safe side for PEAR choose the PHP, Apache, BSD-style or LGPL license.I don't think yet another license is needed either. Software licenses eventually get to be tested in court, and it's much better to rely on a 'stronger' license -- such as one from ASF or FSF -- than reinventing the wheel. However, PEAR docs recommend the PHP license, and I feel the same as Stefan: the license seems non-generic, and aimed at PHP extensions meant to be linked into PHP, not PHP code libraries. PEAR should recommend a different license. If, as Stig wrote in another message, PHP is moving towards the Apache License in a moderate timeframe, this discussion should be postponed until then. Otherwise, it's an important matter. Cheers, Sérgio Carvalho
