The normal voting time is 7 days. If 5 +1-votes have been casted after 20
minutes and the proposal is closed directly, there will be no chance to get
in further (possibly -1) votes.
For that, a cron job checks each 24 hours, if 7 days have past and regularly
(if a count of 5 votes, not a +5 sum) have been reached.

When the call4votes is started, tha author can not influence it anymore.
Since a vision of what the c4v will result is viewable from the proposal
discussion, hopeless proposals should not be set into c4v mode. :) After
all, every pearweb-administrator can delete the proposal in any state (for
emergencies).
