CS fixes

Hi, unfortunately alot of code in PEAR mixes tabs with spaces. Sometimes this results in really oddly formatted code. Anyways its really a minor effort to fix and it improves readability (and is even part of the CS). I frequently take a look at the code of other packages and since I have enabled showing of whitespace chars it really jumps in my face. However I frequently see other CS errors as well. However I dont want to start messing in other peoples code without permissions. Then again its annoying to have to ask people for such trivial fixes. So I would like to ask every maintainer if he is ok to give PEAR-QA the general go to commit CS fixes.
