Actually, they are the same password, so that shouldn't be the
problem...it's just the cookie.

If I remove the PEAR_PW cookie (from my PEAR login I assume) the
problem goes away. Am I supposed to use the same password for both bugs
and my login?

Hmmmm, this only happens in Mozilla Firefox. The password field is
already filled out for me although I have removed all saved passwords
for the site.
In fact, the HTML has a value in it which appears to be an md5 hash:

I just searched for this bug and clicked on its link, then went to Edit
Submission and typed in my password (and comment). The password has no
special characters at all.
