the hall of shame every month would probably be sufficient (eg. same as
php-bugs monthly summary to internals)

It would be good if the bug database would send reminders to all
developers of a given package about open bug reports that havent change
in a while (1 week, 2 weeks or 1 month? I am not sure what would be
optimal).
