First Release Upload

Hi people, I'm trying to upload the first release of PHP_Fork package from the PEAR web interface [1]. I've packed all the files and the package.xml with pear package, you can find the .tgz here [2]. This is the problem: after package upload & verify I get this message: Uploading new releases is restricted to each package's lead developer(s). You don't have permissions to upload this release. So, what's the correct procedure to upload the very first release of a package?
