Bug description: go-pear.bat still fails in 5.0.0.RC1

go-pear.bat fails in 5.0.0.RC1 (sorry but RC1 is not listed yet so I let
irrelevant)
It was the same with beta4 and there was a bug report so I just fixed the
path in go-pear.bat
set PHP_BIN=php.exe instead of
set PHP_BIN=cli\php.exe

go-pear.bat in a command window
Expected result:

run the PEAR install
