Actually, until the RFC for QA goes through, there is no official protocol.
But that doesn't mean you have to sit on a buggy package. Poke Davey some
more. If he refuses to take it (and he sounds qualified), you can declare
the package orphaned. But don't worry too much, packages have a way of
finding new maintainers.
