If that is the case then I would rather the package be able to do both. As I would rather have a simple syntax highlighter than all the extended functionality that you're talking about. I can see that being useful presentation-wise, forums, documentation (without PHPDocumentor) etc. Both approaches have their usefulness, IMO.
