I'm totally missing what's new here. We already have:

Maybe a merge and update of these documents is far enough.
"Define a fixed repository of category prefixes per category."
What does that mean?
AFAIR, pearweb categories are helpers to browser the packages. They were not always in the package
names but the installation folders tree is. We can start to force the package name to match the web
category, but it's not that important imho (see the web as a browser, aliases can be possible
at some point).
This RFC adds far too strict rules. The general concept of "namespaces" works fine and
should be enhance or define on a case by case basis. Or do you have some thoughts how to know all
the future needs?
