I guess it does, but some classes are small and moving them to a whole
separate file is overkill.

And how many pepople are using caches? I'd say the vast majority are not.
But of course, the people who really care about performance, are. Also,
as you and others have probably seen on internals, Zeev mentioned caching
might not eliminate this problem.
