[PEPr] Comment on PHP::PHP_Compat_Func

Davey Shafik (http://pear.php.net/user/davey) has commented on the proposal for PHP::PHP_Compat_Func. Comment: This should be called PHP_Compat, because it is possible that we may implement some classes and constants and such too....
