[PEPr] Changes in proposal for Images::Imagick

Thorsten Suckow-Homberg (http://pear.php.net/user/thorsten) has edited the proposal for Images::Imagick. Change comment: I changed to Alpha 0.2 and added the possibility to automate function calls which will be helpfull in letting the user create, save and change filters. I also hope to get some input on "Image_Magick_Conjure" by Florent Monnier. He doesn't use a PEAR-Imagick-Api right now and it would be nice to get together somehow.
