[PEPr] Comment on QA::Core_Team_Vote

Klaus Guenther (http://pear.php.net/user/thesaur) has commented on the proposal for QA::Core_Team_Vote. Comment: Forgot to mention availability. I'm generally available Mon. through Sat. all year, including holidays. I'll be available on a limited basis till July, when I turn in my MA thesis. After that, I should have pretty much unlimited time to spend on QA. As for contribution, I'm running both php4 and php5 servers for testing purposes (apache, mysql), and I generally install and test releases as soon as possible. I'm very familiar with the HTML packages, especially those extending HTML_Common.
