I'd like to request an account upgrade to be able to (at least) vote on proposals. Here are my reasons:
- I am on the PHP and PEAR lists all the time, helping others and participating in discussions
- I am constantly in various PEAR internals as I code in PHP nearly every day and often with bleeding edge features
- 30 bugs filed, many with patches and feature additions, in 13 different packages
