[PEPr] Changes in proposal for HTML::Template_Savant

Paul Jones (http://pear.php.net/user/pmjones) has edited the proposal for HTML::Template_Savant. Change comment: Added note about PEAR-QA thread regarding Xipe. "And finally, in reference to a recent PEAR-QA thread, it appears that [http://news.php.net/article.php?group=php.pear.qa&article=1333 Wolfram Kriesing is orphaning Xipe]. Because [http://news.php.net/article.php?group=php.pear.qa&article=1334 Flexy is the natural successor of Xipe], Xipe [http://news.php.net/article.php?group=php.pear.qa&article=1335 may eventually be deprecated]."
