What are PEAR and PECL?
PEAR is a repository of reusable, object oriented PHP code. PECL is the
official repository for PHP extensions. Both repositories are backed by a
community of strong developers, resulting in high quality, peer reviewed
components.

A well maintained and QA'ed collection of components to enhance your PHP
installation. Both repositories use the PEAR installer, which provides a
simple interface for installation and maintainence.

Where can I obtain more information?
http://pear.php.net/
http://pecl.php.net/

I don't know if the card is the place for this.
