Because the reporter didn't know what they were doing, so chose "Bug
System" as the pacakge and such bugs go to pear-dev. Seems they really
should go to pear-webmaster. I'll change this. Also, I just modified the
text on the bug index page to reduce the likelyhood of getting
miscategorized bugs like this.
