A while back, I proposed that -cvs be made read-only (except for the CVS
commit script), and Mail-Followup-To be set to pear-dev.
As I said at the time, I believe that discussion of CVS commits should happen
on -dev, not -cvs, and the spam problem would be solved.
There was some interest at the time. Perhaps now is a good time to revisit
this idea.
