Markus Tacker (http://pear.php.net/user/tacker) has edited the proposal for File
Formats::Bittorrent.
Change comment:
- Split encoding and decoding in two classes as suggested by Ian Eure.
- Now you can encode vars and decode strings, not only .torrent files.
- Rewritten most of the code to be more OO.
