[PEPr] Comment on Structures::Tree2

Davey Shafik (http://pear.php.net/user/davey) has commented on the proposal for Structures::Tree2. Comment: I think the package is just fine - the only problem I have is that Klaus should be contacted to make sure that he isn't currently also planning a Tree2 package - if he is, I think that he should be given priority for the name. I don't think this package should be attempted to be implemented in Tree.
