discard is tcp port 9. It's a service provided by inetd, run by most *NIX
boxes. It's a simple sink, which accepts whatever data you send it, but does
nothing with it.

Yes, obviously, the point of this exercise is to see if PHP's fputs() is
causing the delay, or if it's something in PEAR.
