Do we really need an OO-interface for these few functions? imho it's enough
to offer an extension API and an Foo_IDNA-API where one can simply write an
wrapper so the APIs shouldn't be tooooo different (not one of them
expecting ISO-8859-5 and the other Utf-16 and such things)
If I get an OO-interface implemented which doesn't cost too much I'm not
oppsed but it's for me not the highest priority - I would use it mainly as
"How do I write an internal class" but I don't see advatages for PHP....
