[PEPr] Comment on Util::Util_Observable

Comment: I'm not very keen on the naming structure you have developed for it. a) __ double underscores for class names doesnt really have any precedent b) there's a big WTF, when trying to locate the source of your interfaces: eg. where is Util_iObservable.php defined (this is one of my major hates for java/C# "WTF is the source for this"..)
