[PEPr] Comment on Util::Util_Observable

Philippe Jausions (http://pear.php.net/user/jausions) has commented on the proposal for Util::Util_Observable. Comment: Util doesn't really seem the proper category. I would suggest a completely new category: "Pattern" or "Programming". The name would then "simply" be "Pattern_Observable_Interface". It respects PEAR naming convention, is clear enough to be found easily by search and browse, doesn't need any special handling from PEAR installer..
