John Downey (http://pear.php.net/user/aztek) has edited the proposal for
Internationalization::I18N_Unicode.
Change comment:
* Changed package name from Unicode.
* Implemented equal and lastIndexOf methods
* Added support for transcoding to UTF-8 values larger then 3 bytes (still cannot transcode from)
* Fixed some CS mistakes.
