[PEPr] Comment on Util::Util_Observable

Tobias Schlitt (http://pear.php.net/user/toby) has commented on the proposal for Util::Util_Observable. Comment: As long as the introduction of interfaces is concerned, I would appreciate, having all interfaces collected inside 1 general package, not several ones. The files containing interfaces should be pretty small and therefore installable with the base PEAR packages. Else, we will get a chaos of interface packages which have dependencies to a much wider chaos of other packages. Having all interfaces stored in the installer package makes this much easier and cleaner.
