In fairness, any proposal that goes without discussion for a week or more tends to drop off my radar. If nobody else is talking about it, I'm probably not thinking about it. My own sense of good form leads me to warn others of my intent, so that more discussion can take place before I start on the next step (e.g., sending an email saying "it's been here for a month, there have been no comments, here's a notice that I'm getting ready to call for votes, please speak up").
