It does deal with both signalling and handling. It's just that handling exceptions is pretty standard, so the restrictions that must be imposed are quite minimal. If I recall it correctly, there is only one reference to bubbling up lower layer exceptions.
Both of your points, however, do deal with error *handling*. I think they should be addressed, but in a short separate RFC: I still shudder remembering the "PEAR QA" RFC, which had a huge amount of not quite well thought-out stuff.
Excellent. Finally someone touching my main concern. I prefer this RFC dealing with only the most consensual stuff. Error handling for pure PHP5 environments is pretty straightforward. However, as I was afraid, and this huge discussion is revealing, both PHP4/5 mixed environments and Warning treatment are highly controversial subjects. I'd prefer steering away from these now, and getting an anchor on our final goal. Then the rest can be reached in small steps. Cheers, Sérgio Carvalho
