You could ask at pear-doc, but IIRC something similar should work:
$ cd cvs
$ cvs -d:pserver:laurent:pass@cvs.php.net:/repository login
$ cvs -d:pserver:laurent:pass@cvs.php.net:/repository -z9 checkout peardoc
$ cp -R /path/to/HTML_Progress-peardoc peardoc/en/package/html
$ vi peardoc/en/package/html.xml # add &package.html.html-progress;
$ ./configure
$ make test # watch errors & fix them :)
