Hi,
Although unit tests are not complete, every feature on the list of package.xml 2.0 features has been completed except for the bundle release type (easy).
Implemented and tested features:
1) automatic install of extension binaries if source package install fails (i.e. pecl install will FINALLY work on windows)
2) os/architecture/extension/php dependencies, package is partially tested
3) pre-download dependency resolution
4) smarter dependency resolution both at install-time and uninstall-time allows (logical) required subpackages (circular dependencies)
5) other cool stuff.

1) customizable install roles
2) customizable file tasks
3) post-install scripts
4) other cool stuff
5) dual package.xml in the same release (package.xml in old format, package2.xml in new format for BC and FC)
I will be releasing the first alpha shortly after testing is complete, and soon after 1.3.2.
Don't worry, go-pear explicitly downloads the latest PEAR release, so new users will get 1.3.2
