[PEPr] Comment on Constants::Enum

Christian Weiske (http://pear.php.net/user/cweiske) has commented on the proposal for Constants::Enum. Comment: I think that code using the package is not as readable as normal which uses "define". Besides that, counting is something which every developer should be expected to know and to handle right.
