While there are suggestions not to use this element in the docs, it was never formally deprecated. Sorry for this.
I also read that the 'file' element was deprecated. (http://www.thelinuxconsultancy.co.uk/quickform.html) Is that true ?No! I am not sure where the tutorial's author got that idea, he claims that 'file' is marked deprecated in official docs, but that's definitely not true.
