1.4.0 update

Hi, I am about 50% done with unit tests by volume. Remaining tests are: PEAR_PackageFile_Generator_v1 and v2 (huge amount of stuff to test) PEAR_Command_* except PEAR_Command_Config PEAR_Task* PEAR_Installer_Role* PEAR_Packager PEAR_Remote (may be impossible to do this one independently) There are approximately 700 unit testing files in existence, and I anticipate about that many more. Most of them will be quite small, and easy to write (5 minutes or less per test), but some could take days, such as the generator tests, especially PEAR_PackageFile_Generator_v1->toV2() and the toTgz() methods for both generators. The value of the tests is immeasurable. Today's work of testing PEAR_Command and PEAR_Command_Config found bugs that have existed in config-set and config-get since the dawn of time. Of course, nobody has ever used the buggy features or we would have caught them. I also caught bugs in the implementation of setting and getting channel-specific configuration values, and so this will work right out of the box now, as it should. I just can't wait until they are finished. At this rate, I will probably finish them by Christmas, allowing a release at the new year of PEAR 1.4.0a1 Greg
