devel update on PEAR package

Hi all, I've finally gotten up the nerve to dive into regression testing the validation of package.xml 2.0, and right now have finished about 90% of the tag validation functions. It was as hellish to do as I thought it would be :). This brings the total of unit-tested elements to about 70% of the package. I found all kinds of kinks in the validation, but it's starting to look pretty good. Only need to finish testing validation of the release tags and it's on to testing packaging of package.xml 2.0. I anticipate that this will be extremely quick, except for bundle packaging which has not been implemented yet. Once I finish these elements, the only stuff left to test is the actual install()/uninstall() methods (all the components are tested) and all the PEAR_Command_* classes that I haven't already tested.
