I think allowing channel names to be separate from channel host is a bad idea, though. In order to do what you are trying to do here, you will have to use different version numbers anyways. Why? Let's say you install package A version 1.0.0 from channel channel.example.com, linked to channel.example.com/stable/channel.xml, then later change the linked channel server to channel.example.com/devel/channel.xml, if package A in devel is version 1.0.0, you'd have to use --force to install it. This requires changes online no matter what. In fact, the best way to handle this situation is through the use of preferred_state. This way, active development can occur through the same channel, without affecting production sites, as they will never install an unstable version of the package, but sites designed for production simply need to set preferred_state to devel and the newest version will be installed.
