This one is really a number of PEAR bugs - 3026/3027
a) it should not be possible to upload a release with 'not' on the PHP side...
b) the 'ne' test is not available on pearweb - hence a replacement release cant be done.
c) the 'ne' test is not available in the packager (see 3027)
I've pulled the release, but that still leaves us between a rock & a hard place -
DataObjects is broken by php4.3.10
pear db is broken by php5.0.3
so we either end up with bug reports about un-installable packages or un-usable ones :)
