Cause if running the command prompt PHP seem get the configuration from that file. I'm using WindowsXP box, but no problem with extension such GD, Image_Color-1.0.1 installed, cause i place php.ini at C:\Windows, but i place php.ini for webserver (Apache) at C:\Program Files\Apache Group\Apache. The PHP (PHP 4.3.10) installed at C:\Program Files\PHP4 -- .:: OrangEnigmA : Never Dreamt Before ::.
