A quick explanation: LGPL is OK for PEAR, GPL is not. GPL would mean
*all* of the released app must be GPL, meaning that anyone who writes
code which uses the package must release their code as well. LGPL only
says if you alter the code you have to release it. If you use it in
something else, that's ok.
