Is someone already an "elite contributor" when he can adopt his code
to some simple rules? I don't think so.
BTW: Having some rules for code that should become part of PEAR is
also some kind of quality assurance. People who don't take care
about their code layout, often don't think much about their code
in general and that has a very negative influence on the quality.
And at least we all want PEAR to be a place for high quality code,
no?
