account-request.php confusion

Hi all,
I took a look at the account-request.php file, and found the real source of the confusion.
It was saying a valid reason is "Planning to contribute a PEAR Package" but it also said that an invalid reason is "Planning to write a PEAR Package"
Now, in my book "contribute" and "write" are not too far apart in meaning, so I struck both, and used much clearer language.
Please feel free to criticize if you don't have cvs access, or rephrase directly if you do.
