Hello Tom,
Although the similar one you are refering to may have some nice feature you think should be added to the Crypt_GPG proposal, it is not possible because PEAR and the GPL do not mix. I would recommend sending an email to the author of the code, and ask him if it would be possible to relisence it under the LGPL, or better yet, the PHP liscense. Then if he says its OK, contact the author of the PEAR Crypt_GPG and ask him about adding the features, or even just leave a comment with feature request.
