This will not be an issue once PEAR_ErrorStack is released. In the mean
time, it is rather annoying if you're like me and forget this and do an
upgrade -f package2.xml :). The temporary solution is to just cp
ErrorStack.php to where it needs to go.
Yet another fine example of the danger of the --force switch. Without
--force, the upgrade fails because PEAR_ErrorStack is not installed.
