[PEPr] Comment on HTML::HTML_SemiParser

Sérgio Carvalho (http://pear.php.net/user/sergiosgc) has commented on the proposal for HTML::HTML_SemiParser. Comment: Pretty good code. The only note, Coding Standard-wise, is that private field names should be prepended with _, like $_sp_tags. As for the actual package, this is little more than an interface to preg_replace_callback, albeit an extensible one.
